RACE REGULATIONS

ARTICLE 1. ORGANIZATION

Argeus organizes the TOUR OF ANTALYA powered by AKRA under regulations of UCI and Turkish Cycling Fededration. It is held from February 22nd-25th, 2018. The organization’s address is:

ARTICLE 2. TYPE OF EVENT

Tour of Antalya is entered on the UCI International Men Elite Calendar as 2.2 event having 4 stages. UCI points will be awarded according to the points scale as indicated in UCI article 2.10.031.

ARTICLE 3. PARTICIPATION

As a 2.2 event, the race is open to UCI Pro Continental teams, UCI Continental teams, National teams, Regional and Club teams (as per 2.1.005). Teams must enroll max 7 riders. A team may not start the first stage with less than 5 riders (as per 2.2.003).

If three days before the race, the number of riders entered is less than 100, the organiser may authorise entered teams to increase the number of riders per team to a maximum of 8 (as per 2.2.007).

ARTICLE 4. RACE HEADQUARTERS

The race headquarters / race office shall be open daily from February 20th through February 25th from 09:00AM-06:00PM. It is located at:

ARTICLE 5. CONFIRMATION OF RIDERS & MEETINGS

License-holding team managers or their appointee will be able to confirm and collect race numbers. Confirmation of riders, the distribution of race numbers, Team Managers/ Sport Directors Meeting (a manager or a rider from each team must attend) are held in the presence of the Commissaires Panel on Wednesday, February 21 according to below schedule at the following location:

*The order of cars for the first stage will be determined by drawing lots at the sport directors’ meeting.

ARTICLE 6. RADIO TOUR

Race information will be broadcast on the Radio Tour Channel, the frequency of which shall and will be notified during Team Managers Meeting.

ARTICLE 7. NEUTRAL SUPPORT

The neutral technical support will be provided by SHIMANO and managed by using 3 cars and 1 motorcycle with standard equipment.

ARTICLE 8. RACE INCIDENTS BEFORE THE FINISH

a)In the case of a duly noted fall, puncture or mechanical incident in the last three kilometers of a road race stage, the rider or riders involved shall be credited with the time of the rider or riders in whose company they were riding at the moment of the accident. His or their placing shall be determined by the order in which he or they actually cross the finishing line.

b)If, as the result of a duly noted fall in the last three kilometres, a rider cannot cross the finishing line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the accident.

c) article 8 (a) and (b) shall not apply for Stage 3 where the summit finish is at the top of a hill-climb (as per 2.6.029).

ARTICLE 9. FINISHING DEADLINE

Time limit is 10%. In exceptional cases only, unpredictable and of force majeure, the commissaries panel may extend the finishing time limits after consultation with the organiser (as per 2.6.032).

ARTICLE 10. RIDERS OUTSIDE THE RACE CONVOY

Riders falling behind the race convoy follow police or organization vehicle are to follow the rules of the road. They shall conform to all traffic regulations in force.

ARTICLE 11. CLASSIFICATIONS

The leaders in each individual classifications shall wear the following jerseys:

1. General Classification: Magenta Jersey

2. Sprint Points Classification: Yellow Jersey

3. King of the Mountains Classification: Orange Jersey

4. Renewable Energy Sprints Classification: Green Jersey

In the case of a rider being eligible for multiple jerseys throughout the race, the order of priority is from 1 to 4. In the event a classification leader’s jersey is to be worn by a rider who must wear a different jersey according to this priority order, the next placed rider in the relevant classification will wear the jersey unless obligated to wear the leader’s jersey of another classification (as per 2.6.018).

ARTICLE 12. GENERAL CLASSIFICATION

The Individual General Classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration (as per 2.6.014). In case of any tie, article 2.6.015 of the UCI regulations will be applied.

ARTICLE 13. BONUSES:

Time bonuses, applied only to the general individual classification, are awarded according to article 2.6.019 of the UCI regulations.

- Intermediate sprints: 3" - 2" - 1"

- Finish: 10" - 6" - 4"

ARTICLE 14. TEAM CLASSIFICATION

The daily Team Classification is established by adding together the three best-placed riders’ individual times from each team. In the event of a tie, adding together the number of places obtained by their three best-placed riders on the stage shall separate teams. If the teams are still tied, they shall be separated by the place obtained by their best rider in the stage classification.

The General Team Classification is established by adding together the times counting toward the Daily Team Classification. Any team reduced to fewer than three riders is eliminated from the general team classification. In the event of a tie, the following criteria shall be applied in order until the teams are separated:

The number of first places in the daily team classification;

The number of second places in the daily team classification etc.

The place obtained by their best rider in the general individual classification.

ARTICLE 15. POINTS CLASSIFICATION

The Points (Sprint) classification is based on the total points awarded at the intermediate sprint locations and at the finish. Exact locations are indicated on the course maps and time tables. Points are awarded for each position as follows:

Intermediate sprint;  1st: 3 points, 2nd: 2 points, 3rd: 1 point

Finish;  1st: 5 points, 2nd: 4 points, 3rd: 3 points, 4th: 2 points, 5th: 1 point

In the event of a tie, the following criteria shall be applied in the order listed until the riders can be separated:

1) Number of stage wins;

2) Number of wins in intermediate sprints;

3) General individual time classification

ARTICLE 16. KING OF THE MOUNTAINS CLASSIFICATION

The King of the Mountains classification (KOM) is based on the total points awarded at the KOM locations. Exact locations and distances are indicated on the course maps and summaries. Points are awarded as follows:

Category HC;  1st: 10 points, 2nd: 8 points, 3rd: 6 points, 4th: 4 points, 5th: 2 point

Category 1;  1st: 5 points, 2nd: 4 points, 3rd: 3 points, 4th: 2 points, 5th: 1 point

Category 2;  1st: 3 points, 2nd: 2 points, 3rd: 1 point

Category 3;  1st: 2 points, 2nd: 1 point

In the event of a tie the following criteria shall be applied in the order listed until the riders can be separated:

1) Number of first places in the highest category climbs

2) Number of first places on climbs of the next inferior category and so on

3) General individual classification by time

ARTICLE 17. RENEWABLE ENERGY CLASSIFICATION

Renewable Energy Sprints Leader Jersey is restricted to riders born on or after January 1, 1996. The highest placing on the Individual General Classification shall be the Best Young Rider.

ARTICLE 18. PRIZES

A grand total of 7400€ will be awarded in prize money at the event. To be entitled to final classification prize money, competitors have to complete the entire race within the official time limit. Riders missing the podium presentation are subject to fines and forfeiture of prize money. Prize Money (the currency is Euro) will be distributes as follow:

Teams should register their preferred payment method and identification after the race. 2% of the min prize money has already been applied on the prizes as CADF athlete’s contribution to Anti-doping. Prize money will be mailed directly from the organizer after receiving the official results of anti-doping testing. Questions concerning payment are directed to [email protected]

ARTICLE 19. STARTS

Before the start of the each stage, Sign-in is mandatory for all riders. Riders are encouraged to come to sign-in as a team. Sign-in will be open with respect to the published start times from one hour and 15 minutes before until the close at ten minutes before. The riders will be called to the line in the following order: Leaders of 1) Renewable Energy, 2) KOM, 3) Sprint Points, and 4) Overall Classifications. Additional riders may be called to the line under special circumstances. Team Managers will be notified in these cases.

ARTICLE 20. AWARDS CEREMONIES

Awards ceremonies will be held in the finish area 30 min following each stage. The following riders must attend the award ceremonies with team uniform and shoes on a daily basis:

- The three first riders of the stage;

- The leader of the general classification by time;

- The leaders of other classifications (Sprint, KOM, Renewable Energy)

In addition, after the last stage of the event the following riders must present themselves at the final awards ceremony:

- The winner of the stage;

- The winners of the other classifications (Sprint, KOM, Renewable Energy)

- The winner of the team general classification

- The three first riders of the general classification by time.

ARTICLE 21. PENALTIES

The UCI scale of penalties shall solely be applicable.

ARTICLE 22. RESULTS

Results will be available daily at the Race Headquarters or online at www.tourofantalya.org. Results and start times are also available via email. In order to receive results by email, managers must register their email addresses at Confirmation of Riders on February 21st.

ARTICLE 23. HELMETS

From the opening of registration to the conclusion of the final awards ceremony, riders are required to wear helmets at any time they are riding a bicycle, including warm up on city.

ARTICLE 24. RIDER & TEAM CONDUCT

The provisions listed herein will be binding and enforceable against all competitors. Any infringement of the rules and regulations applying to the race by any rider, team staff, or helper will render the entire team liable to fines or disqualification.

Unsportsmanlike conduct will not be tolerated, including, but not limited to, public urination, littering & profane language. Officials have the right to assess time penalties fines and/or disqualify riders from the race if deemed necessary. Bottles and trash are to be taken to team cars or organization vehicles. Fines will be issued and riders may be subject to prosecution under local laws. Teams will be responsible for any expenses incurred due to loss or damage to hotel rooms, or issued equipment such as radios or transponders.

ARTICLE 25. RIDER IDENTIFICATION

During the stages, all competitors must use the frame number plate and body numbers supplied. Both bib numbers should be placed both sides on the back pocket area of the jersey and must be clearly visible at all times during the race. Modification and/or cutting/folding the identification numbers and damaging to sponsor logos on them are prohibited.

ARTICLE 26. ANTI-DOPING CONTROLS

The UCI anti-doping regulations are entirely applicable to the event. Anti-doping tests will take place at a dedicated location after each stage as indicated in the Stage details of this guide.
